Both share the same architecture (independent K3s, OCM, ManifestWork, DCM providers, fleet-edge). Greenfield operators should not run fleet-deploy.yml as the default path.

Nested workload clusters via KubeVirt + K3s on hypervisor parents remain TBD. Use FleetClusterJoin on VMs today.
