Failover

fleet-failover-controller watches multi-cluster standby catalog instances and patches FleetAppRoute.status.activeCluster when hub health signals degrade.

Once a synced FleetAppRoute is deleted (instance removal), the failover controller stops updating that route.

Configure standby behavior through DCM placement (failover.mode, placement.cluster_count, site_diversity) and catalog user_values for primary/standby clusters. See fleet-edge for routing modes.
