OCM ManagedCluster and ManifestWork are upstream OCM objects, not UMKIM CRDs.
v0.2 removed DCM catalog CRDs, organization tenancy, site-wide exposure_mode / exposureMode, and route.mode: dual. There is no placement engine; use capability candidate filters when choosing a cluster.
