Create a site

FleetSite records a logical location, placement metadata, and optional edge
configuration for workload clusters. The hub’s seeded management site represents
the management plane; do not attach workload clusters to it.
Create and manage sites through an authenticated console or authorized API
client. The controller creates registry sites and derives site membership from
the fleet.site label on registered workload clusters.

Configure DNS, certificates, and network exposure independently for the selected mode. This experimental release does not provide an availability or security guarantee for public routing.
Only empty registry sites can be removed; the management site cannot. See Site creation lifecycle and fleet-edge.
