For selected multi-cluster catalog placements, the failover helper can update FleetAppRoute.status.activeCluster when its hub health signal degrades. This is active-standby route behavior, not active-active load balancing.

Failover, health detection, state consistency, and recovery remain incomplete in v0.1.0. Do not use this behavior as evidence of an HA, resilience, or business-continuity guarantee.
